Improving Capacity, Strengthening Labour
- There shall have Comprehensive Labour Policy to bring reforms in labour sector and to develop skills and infrastructures in the state.
- Skill and Capacity Building and Training Institutes shall be strengthened to train the human resource as per the requirement of company.
- There shall have strong time-driven laws, acts, rules, policies, programs and schemes for welfare of the labour force (organized and unorganized sectors).
- There shall have strict and effective enforcement of Labour Laws, Acts and Rules enacted and implemented by both Central and State Governments.
- Department of Labour shall strictly and effectively comply with its mandates, functions and activities for welfare of the Labour (organized and unorganized sectors).
- Existing policies, programs, schemes, facilities and supports as incorporated in the Compendium by the Labour Department to the labour shall be strictly complied.
- The Labour Contract System shall be repealed forever.
- Online registration of workers from both organized and unorganized sectors shall be made available easily to labours.
- Central Government Industrial Disputes Act (1947) shall be implemented.
- There shall be social security to all the labourers and their dependents (organized and unorganized sectors).
- Rights and privileges of the workers shall be fully protected.
- Equal Work, Equal Pay shall be implemented.
- The minimum wages for labourers shall be increased based on inflation index.
- The ex-gratia payment to the workers and their dependents shall be reviewed after three years’ interval.
- Extensive survey shall be done throughout the state to generate the database regarding profession of the workers.
- All workers shall be brought under organized sector.
- Identity card shall be provided to each worker.
- Skill development training shall be provided to all workers and labourers according to their profession so as make them more skillful.
- Subsidized loan shall be provided to workers for procurement of tools and equipment.
- Health Insurance shall be provided to all the workers and labourers according to their profession.
- National and International workshops shall be organized to provide the platform to their skills.
- Interest Free Loan shall be provided to all skilled workers and labourers of Sikkimese origin to get placement at national and international levels.
- Labour facilities like ESCI, EPF, etc. shall be provided.
- Increments shall be given to labourers.
- There shall have Pension Policy to workers and labourers.
- Sikkim shall be made MR Free Labourer The labourers who have attained the age of 58 years shall be given retirement with benefits of one time gratuity minimum of Rs. 5 to Rs. 10 lac depending on their service length along with pension benefits.
- The labourers who have attained 80 years and above but they are still working shall be rewarded with State Awards with cash.
