Curbing Corruption and Nepotism, Improving Transparency

  1. Corruption is one of the greatest diseases that hinder developing a civilized society. Nepotism is the favor approved to relatives in various fields, including business, politics, entertainment, sports, religion and other activities. Corruption is a form of criminal activity undertaken by a person, politician, government and private organization entrusted with a position of authority, often to acquire illicit benefit. The existing culture of nepotism, favoritism, corruption, commission and percentage system in the present regime shall be demolished forever.
  2. Hard work, honesty, productive and progressive work culture shall be promoted and strengthened among all sections of the society for betterment of future generations so that one day Sikkim becomes known for its great culture in the world.
  3. Corruption and bribery system shall be checked and stopped right from the chair of the top leader to the grassroots level by bringing strict law through the legislation. The culprit as well as the accomplice shall be punished as per the law.
  4. Jan Lokpal Bill as proposed by the anti-corruption crusader of India, Shri Anna Hazarey, shall be tabled in the State Legislative Assembly to make it law to check corruption in the state.
  5. Citizens shall be liberated from the habit of getting freebie.
  6. Culture of self-dependency and self-restraint shall be promoted and strengthened.
  7. Hard working and productive population shall be produced in all sectors.
  8. Live telecast of State Legislative Assembly session regarding the budget plan shall be made mandatory in all the block development offices.
  9. State Vigilance Department shall be made an independent establishment to empower it.
  10. Central Bureau of Investigation (CBI) shall be permitted or SIT shall be established for investigation of corruption by politicians, bureaucrats, officials and those miscued the public money.
  11. The annual property declaration by all the elected leaders shall be monitored from time to time to check and avoid the misuse of public money.
  12. The anti-corruption bureau shall be established to function independently and without any bias or partiality towards any party, caste and social position.
  13. Digitization shall be done for all the file note sheet pages and documents attached therein in each department for bringing about transparency through the auditing system.
  14. Annual budget book and the copy of component-wise sanction letter of all the central and state government sponsored schemes shall be brought under the public domain.
  15. Village Information Centre with digital board shall be established at each GPU and all departmental file movements’ government’s decision, policies, public benefits, beneficiary list, employment opportunity, result of the interviews, tenders, initiation and completion of works, amount of work sanctioned, etc. shall be displayed for the citizens.
  16. Sikkim shall be transformed into a Corruption-free State in India. Awareness about corruption disease shall be created among the people to infuse with a sense of responsibility.
  17. The corruption in all centrally funded projects like MGNREGA, BPL facilities, etc. shall be checked.
  18. Our government shall develop and focus the need to respect Government Institutions and the rule of law and guarantee the executive freedom of functioning within the rule of law.
  19. Our government shall update/upgrade the Rules/Regulations in existence and frame new ones wherever necessary and follow them meticulously.
  20. Our government shall explore avenues to increase salaries and other facilities of Government employees; discourage misuse/misappropriation of public resources. Time scale shall be introduced in the State cadre posts.
  21. Our government shall stop underhand dealings/collecting commissions in the name of party funds at all levels.
  22. Punitive or stringent actions shall be initiated against miscreants for flouting of rules and procedures.
  23. Our government shall establish an auto check and balance system to plug leaks. The internal auditing system of the State Finance and Revenue Department shall be revitalized and empowered further.
  24. Our government shall allow the constitutional committees and other statutory bodies of the Assembly Secretariat like the Estimates Committee, PAC, etc. to function independently.
