Healthy Life, Wealthy Life

  1. There is nothing in our life that is more valuable than having a good health without health there is no happiness, no peace and no success. We should take proper care of our health so that so that we can enjoy our life completely. A person with bad health cannot enjoy the pleasure of being wealthy. The healthier we are, the wealthier we can be. The primary responsibilities of our government shall be to provide good and quality health care services to the citizen of state.
  2. There shall have Effective Health Policy for complete revamp of healthy system in Sikkim.
  3. No doctors shall be in the administration; doctors shall retire as doctors. Unwanted administrative posts shall be removed in the Health department.
  4. All primary Health Sub-Centres shall be upgraded to primary Health Centres; all primary Health Centres to community Health Centres; Community Health Centres to District Health Centres and District Health Centres to Hospital.
  5. Tertiary Care Hospital with all specialist shall be strengthened .No patient shall require referral hospitals outside Sikkim for the treatment.
  6. The health care services shall be linked with research and development and training of doctors and physicians.
  7. The most advanced Research Institute of medical Sciences and other Para-medical institutions shall be established.
  8. Sikkim Cancer Hospital with medical and surgical oncology department s, radiotherapy department, cutting –edge technology and equipment, medical and surgical oncologist and all other facilities of diagnosis and treatments shall be established.
  9. Priority shall be given to periodical cadre revision, manpower development and training of doctors, nurses and Para-medical staff, Manpower shall be equally distributed to all hospitals and health centres.
  10. Recruitment of doctors and staff shall be done in hospitals, Para-medical division and health centres as per the requirements.
  11. Emergency departments with all facilities shall be established in STNM and all District Hospital.
  12. Doctors trained in Emergency Medicine shall be in duty round the clock with specialist of General Surgery, Orthopaedics, Medicine, Anaesthesia Dental Surgery, ENT, Neuro–surgery and Cardiologist.
  13. Emergency services shall be established in community Health Centres and Primary Health Centres .The emergency cases shall be managed in District Hospitals.
  14. All necessary infrastructures and facilities with blood banks, radiology and pharmacy with 24* 7 day services shall be established for Emergency Services .There shall have 54 hours Ambulance services.
  15. There shall have super-speciality services in cardiology, cardiovascular surgery, Nephology, Neurology, Gastroenterology, Endocrinology and Neurosurgery.
  16. STNM and all District Hospitals shall have Critical Services and ICU Service, adequate number of beds. Mechanical ventilators and all live saving equipment and doctors and staff trainees critical services.
  17. Control and policy shall be regulated by AIMS, New Delhi; Third Party shall do quality Control Services.
  18. Government shall ensure 100% availability of medicines and consumable inside the hospital. There shall have Fir Price Hops inside all hospital at discounted price up to 50% .The admitted patients shall be provided free medicines and consumable.
  19. There shall be OPD services run by the Specialists in their respective Clinics .OPD timing shall be from 9AM to 4PM with adequate number of waiting rooms and chairs, separate Entry and waiting rooms for Senior citizens and differently blood patients, free consultation to patients an d separate pharmacy for OPD patients.
  20. There shall have well maintained and quality infrastructure development in Health Sector ;clean and hygienic hospital and its campuses ;regular supply of water and electricity , separate sanitation Department in hospitals ,separate waiting rooms for patients ‘ family ,utilizable medical equipment round the clock and utility reports to be submitted.
  21. State and District Hospitals shall have the state-of-the-art infrastructure, equipment and other modern facilities. Procurement of high end equipment, such as, CT scan, MRI, Ultrasonography, etc. shall be done on fairly manner and shall remain functional for 54 hours services. Expert advisors and third party shall do the quality assessment, No out-dated equipment and machines like 16slice party shall be procured.
  22. Future appointment and date system shall be eliminated, test shall be done on same day .Service extension shall be given to doctors on public demand.
  23. There shall have well-equipped mental health services to treat all disorders related to mental problems.
  24. The first Aid Centre and Pathological Lab shall be established in all PHCs.
  25. There shall have Operational Drugs Testing Centre.
  26. There shall have Ayurveda, Sidhaand, unani Health Services .Local health tradition system and healing practices shall be promoted.
  27. There shall have medical council, physiotherapy council, Para-Medical councils, etc.
  28. Medical preparedness and excellent health service shall be provided to tourist, defence personnel and during accidents and natural calamities.
  29. Health tourism hall be created in Sikkim .work culture shall be improved in all hospitals and health centres.
  30. Demands of health staffs shall be fulfilled. Special packages, allowance and facilities shall be provided to doctors, nurses, technicians and attendants so as to make them accountable to their works. Quarter, driver and vehicle facilities shall be provided to doctors for Emergency.
  31. Staffs doing night duties shall be provided quarters near the hospitals and compensation of duties .Strict actions shall be taken against the negligence in duty.
  32. Pubic grievances against Hospitals and staff shall be heard directly by the public Grievance Cell headed by CMO office at District and Head Office.
  33. Manpower development shall be done at tertiary Medical Health Care institute in Sikkim.
  34. Quality medical treatment shall be made free to the citizens of Sikkim.
  35. Various programs under healthy Sikkim Mission shall be launched.
  36. Health Index at GPUU level shall be prepared. All GPUs shall have ambulance services.
  37. There shall b have programs that focuses on preventing people from getting diseases rather than curing them after they become sick. Preventive medicines such as nutrition and hygiene shall be encouraged.
  38. Autonomous organization to provide good medical programme shall be established.
  39. Health Insurance shall be mandatory to the citizens of Sikkim .Universal health Insurance system and hybrid insurance system shall be implemented.
  40. Data on blood of all citizens shall be recorded annually. Health card to all citizens of Sikkim shall be provided.
  41. There shall have a strong monitoring and Evaluation Reporting System.
  42. There shall be roaming mobile health services at all PHCs.
  43. There shall have Community Psychiatry/Mental Health services to translate research into practice.
  44. Law shall be passes to protect the health workers. The learned human resources like doctors, nurse and technicians working outside shall be brought back to the state to serve in their own state.
  45. Mini AIIMS shall be constructed at Jorethang, South Sikkim with helicopter services for emergency services.
